It's just about picturing yourself as the clouds in the sky, having to see all the pain and anger that goes on in the world. Wouldn't it make you burst into tears? That might be why someone with metaphysical thinking believes that it rains. After the first line of the chorus, pause for a measure. It'll make sense.

I was picturing this song being a bit ironic and sarcastic, a faster, upbeat chorus that really comes in making you feel like it's happy hour, but then making it clear that the people there drinking aren't happy about it at all.
